I am trying to look at (show) some of my passwords stored by Chrome 33.0.1750.117 on Windows (settings > managed saved passwords) and it asks me for my Windows account password but the problem is I do not have a password setup for my Windows account, leaving the password field blank results in a 'login unsuccessful' message. I tried this method several times and it wasn't until I signed out of Chrome, then deleted all the cached items and the Google folder in the Library folder that my passwords were restored. Also, another tip (as osx has been updated).
